I have made up a cutting jig that uses small clamps to hold my rule in position so that it cannot move and also so i dont cut myself with sharp blade. The board is A4 size and the clams are small G clamps from a hobby shop. Simple and cheap to make.

You didn’t say what type of passenger carriage you have. I have three passenger trains all Kato. Kato supply a kit for their carriages and i think it can be modified to suit other brands. It costs around $35.00 for six lights.
