I am only speculating, but I am wondering if the voltage measured is not just  leakage through the transformer.  A good example would be a dead battery that will read 12 Volts, but go to zero Volts once a load (light bulb) is connected to it. &lt;br/&gt;&lt;br/&gt;Then when you press the whistle button a &lt;br/&gt;&quot;good&quot; voltage is applied to the rails.&lt;br/&gt;&lt;br/&gt;Good luck.]]></description>
