For the long answer you would have to talk to the locomotive manufacturers.

Athern has at least two N scale locomotives that I know of equipped with sound for DC operations.

More in dcc. for example Out of 10 sounds, in dc you may get 6 or more out of 10. in dcc you get all 10.
