Do I have to have a piko switch decoder and control panel to control this unit? Or can I just use a toggle switch and connect it to a DC or AC power source?

If a prototype locomotive weighs 200 tons what should a HO scale locomotive weigh? I know models can’t be so heavy but I’m curious to know.
