I use soft white Leds on a lower voltage run through a tranststor flip flop circuit this way one circuit can do two buildings I added vairable resistors to the circuit to speed up or slow down the oscilation to a level that represents the flicker of a flame from an old oil lamp. Now for something a bit more modern use a self flashing blue led painted silver on top and three sides and placed in the corner of a house to represent a TV set. it looks more like an old black and white set with the flashing light coming through a window. Make sure your house has a TV aerial on the roof to look more authentic.

As Bob said - yellow led's, but with a bit more resistance than usual, to dim them down a little more, thus suggesting tired gas lamps in dirty shades or diffusers. If you can arrange a flicker circuit, that would be even better, because they did fluctuate in brightness as the gas pressure varied, or draughts hit them.
