Hello Murray,

It is unclear if you need a loc decoder or function decoder for street lights.

If you need a loc decoder then you need a decoder with as many pins or wires as possible, but i don't know any that will fit in a N scale locomotive. However, in case of steam locomotives i cut and raise the coal in the tender.

I've used only esu's lokpilot micro and i am planning to use also dh10c for my older roco n scale locomotives because it is 1.5 mm thin.

Both are 6 pin decoders and both have the ability to control two lights.

Depending on the space that you have you could install a separate function decoder.

If you need a street/house light decoder then you can find several 16 channel decoders. I am a fan of digikeijs.com which have such decoders but you can get any similar. If you intend on using lights for day/night effect they also have such decoders with rgb led strips and can also control street lights.
