Once in use this foam is only safe when damp. As a powder, and it becomes so when dry, cut or/and reused the small particles that fly off are a breathing hazard. It is therefore not a safe resource to use for modelling.

I use dried used florist foam I get from where ever I can. When dry I put thru an old coffee grinder and blender till I get the consistency I requirer and use it for ground cover.

You bet it is, but you have to have very deep pockets. Use extruded polyfoam if you can get it, if not, beadle packaging foam is even cheaper

If this the same foam that florists use, I have used it to fill pots for my wife’s flower arrangements. It retains water very well while holding the stems in place. It is very messy to work with and very brittle when dried out. You could use it as a base that supports other types of scenery covering but if left exposed it will disintegrate to powder over time.
