To get your system running again, certainly download the appropriate digitrax manual from their website and then get one of your best running dcc locos and reprogrammed it to address 3. You can then run this one over all your layout and test the track continuity etc

What I recommend is that you go to the Digitrax website. All their manuals are available there, even the older ones that are no longer in production. They also have a FAQ section that can provide you with answers to almost any issue that arises.
