PECO and Atlas both make nickelsteel rail in all three scales. For you purpose I would recommend “set track” rather than flex track

It is set on a foundation intended a little bit to look like gravel ballast, but what it really does is reduce the chance of floor or carpet fluff getting into the locomotive and cars.
