It should draw 0.1-0.15 amps. Ensure you have no bind in the drive train. I do a routine lube every 2 years and a complete overhaul/cleaning every 4/5yars

Make sure you clean it in a well ventilated area and be sure to wear a dust mask or a paint grade mask.

The problem persists and you have no other locomotives with problems you may have a bad motor in your locomotive.
