The best way is the one that serves your needs best. Some people prefer pre-made products available from almost every retailer. Others prefer to use the same methods they use for roads and draw in the details by hand. On my layout, I used strips of thin polystyrene cut to size and etched with a hobby knife before weathering and gluing in place. As always, the best way is the one that works for you.
