Try eBay. A few sellers have Auhagen 48647, 48648 and 48650 packs for sale which, although billed as suitable for HO or TT may be suitable for you. For example, there is a pack of 80 windows measuring 8x12mm (2ft x 3ft in OO) for £6.60.
You can purchase 4″ X 8″ sheets of thin clear plastic. Thickness varies from .005 upwards. I also use microscope slide covers which looks much better than plastic

You could also look for some of the old window moulds from the Linka building system. With a little plaster of Paris you could make as many windows as you want in several different styles. Try eBay or search LinkaOnline.
I use the clear plastic that is used in so much packaging today. It may be cut to the size and shape of any windows including glass houses in 00 scale. Fine marker pens may be used to add the woodwork and set into balsa wood or card frames. Needs time and patience but cost almost 0
