The Digitrax PS2012E can cope with 16V 20A. I have no personal experience of it so maybe another respondent can put more meat on the bone so to speak.
You need to give us some more information to address this question:
Are you using DC or DCC ? How many locos do you want to run at one time ?
Normal HO locos will take a maximum of of 12 volts and less than 1/2 amp.
So are you actually running 20 locos at one time ?
What do you mean by a “transformer with the power unit removed” ? (A transformer is a power unit.)
10 amps at 16 volts is 160 watts. 6 amps at 18 volts is 108 watts.
You don’t have enough power.
