Very light oil or graphite electric points, or clean the wheels and track.
any one might be the problem.
Could be dirty commutator. It will go slow until any oil or gunk is burned off. Give the segments a clean and wipe in the gaps between the segments with a toothpick. I had that problem with an Athearn SD40.

I would check the power to the engine with jumper wires. If it doesn’t run normal, it may be the power from the track to the engine at fought? Ensure that your rollers are making good contact with the track.
Could be grease has dried out over time. Runs slow at start up until grease gets warm up in gear boxes. Replace with new grease. That was what my problem was and solved it. Maybe yours too. Hopefully this was helpful!
