Depending on your scale, some manufacturers offer foam roadbed which, I think, is less messy than cork.
For larger scales (like S or O gauge), some people make their own roadbed by using something called Homesote. It is a relatively inexpensive product that is made out of paper (recycled newsprint, I believe). It can be cut with a sharp knive or a saber saw and comes in 4 x 8 foot sheets. You’ll find it at any building supply store.
