I am totally guessing here, but do you mean foam insulation or sheet styrene?
For foam insulation board, ordinary white (Elmer’s) glue works well. You can cut it with water 50% and it will hold the grass.
I use latex paint on scenery as a base. If you paint it on somewhat thickly, you can sprinkle your ground cover material right into the paint and not need glue.
I usually brush on a coating of hydrocal or sculptamold directly over the foam before I do any scenery.

You could also use Hobby-tac from woodland scenics but Ken is right assuming its a polystyrene foam that you are using (the same one as those that you can buy from woodland scenics) you can actually use ordinary Elmers glue to glue down your base foam as well as the trees and the grass. You can even use No Nail if you want a thicker type of glue which dries to a transparent finish (which is what we all want). Just make sure you DO NOT use any adhering agent that uses any petroleum based solvents as an ingredient, unless you want to see your precious scenery literally melt before your eyes.
