Hi Ravin, Firstly i would say that you should have a look on the internet there are many sites that will show you how to, Try to find those that have the schematic as well as the (pc board layout.) copper clad board. Those that use a lm317t transistor seem to be very popular.
as for voltage well 12v is good for N scale 14v and above is ok for HO and above. A good source of info is to visit a model rail shop those guys really know their stuff. Sorry i can not be of more help.
