I have absolutely no direct knowledge here but a little googling paid dividends:

It seems to be 3/4 of a Lionel 706 set from the mid 1910s. Interestingly, whilst the set on the link sold for $475, I found a locomotive on another site which, on its own, had reached $1300:

Just as a general principle, google is an amazing resource for identification of things like this. Even just googling what you know – o gauge & 701 is a great start and quickly uncovers more information.
